When Lifeline manages a service line, we take responsibility for the daily details that determine whether a unit thrives:
Lifeline Behavioral Health Systems traces its roots to 1992, when the company that would become MMO Behavioral Health Systems opened as a single-service agency in Baton Rouge with five employees. Three decades later, that same organization — renamed Lifeline in 2016 — continues to manage behavioral health and rehabilitation programs throughout Louisiana and Mississippi.
Founded by Chris Nichols as a single-service agency operating from one location with five employees in Baton Rouge, Louisiana.
The company opens its first Community Mental Health Center (CMHC), expanding access to outpatient behavioral health care.
Reliant Transportation is created to complement outpatient services — quickly growing beyond internal needs to win outside contracts and new revenue streams.
The company enters a long-term management contract with R&W Rehabilitation Hospital and its PHP program — the start of its hospital management practice.
Robert Miller and Jamie Simpson assume leadership as CEO and COO, implementing an acquisition-centric growth strategy.
MMO acquires Greenbrier Hospital (2005) and five CMHCs (2006–2009), reaching 550+ employees across 20+ locations and earning a place on the Inc. 500|5000 list (2009–2011).
When CMS restructures PHP reimbursement to favor hospital-affiliated outpatient care, MMO purchases Westend Behavioral Hospital, transitions its CMHCs, and opens hospital-affiliated outpatient facilities.
MMO sells Greenbrier and Westend Hospitals to Acadia Healthcare, retaining management of Reliant Transportation and R&W Rehabilitation Hospital and its IOP.
The company debuts its new name — Lifeline Behavioral Health Systems — focused on managing hospital-based outpatient units and inpatient behavioral health services.
Lifeline manages multiple hospitals and outpatient programs throughout Louisiana and Mississippi, with an eye toward continued growth in behavioral health and addiction treatment.
In 1992, Chris Nichols founded the company that would become Lifeline Behavioral Health Systems as a single-service agency with five employees in Baton Rouge. Under her vision, the organization grew into Medical Management Options (MMO) — a diversified healthcare company serving more than 1,000 mentally ill and disabled citizens of Louisiana every day.
Beyond building the business, in 1994 she created the Options Foundation, a nonprofit dedicated to quality housing for Louisiana's homeless mentally ill and disabled population. Options grew to operate more than 200 beds — from group homes and assisted living to independent living — along with housing and an alternative school on the campuses of East Louisiana and Southeast State Hospitals.
Her founding philosophy still guides Lifeline today: outcome-oriented clinical care delivered efficiently, dignity and respect for every patient and family, strict regulatory integrity, and dedicated professionals who lead their disciplines.
Rob Miller has led the company since 2004, guiding MMO through its greatest period of growth and the 2015 Acadia transaction, then launching Lifeline in 2016. A U.S. Marine Corps veteran of Operation Desert Shield/Storm, he built Reliant Transportation from five vans into a statewide fleet, served on the Louisiana Association of Behavioral Health board, and was named to the Baton Rouge Business Report's "Top 40 Under 40."
Jamie Simpson assumed operational leadership of the company in 2004 alongside Rob Miller, helping drive the acquisition-centric strategy that grew MMO to more than 550 employees and 20+ locations. Three decades of multi-site behavioral health operations experience.
Shannon Ragusa is a Licensed Professional Counselor who has served the organization since 1997, rising from community mental health program director to Vice President of Operations. She provides clinical oversight across inpatient, residential, and intensive outpatient programs and leads business development.
Three executives whose careers with the organization span, together, nearly nine decades of behavioral health operations — inpatient, outpatient, residential, educational, and community-based services.
Rob Miller has led the organization since 2004, when he and Jamie Simpson took over as CEO and COO and put an acquisition-centric growth strategy in place. He became Chief Executive Officer of MMO Behavioral Health Systems in 2008, guided the company through its greatest period of growth, and launched Lifeline Behavioral Health Systems in 2016.
He is an operator who builds companies from the ground up. In 1997 he founded Reliant Transportation Service with a fleet of five vans, grew sales by more than 100% in its first full year, and expanded it to a fleet of over sixty vehicles across Louisiana. As CEO of Reliant On Call he ran a multi-location, demand-responsive medical transportation company — 125 employees, 5 locations, and more than 1,000 trips daily throughout Louisiana and surrounding states — before exiting in 2023.
Before his healthcare career he served in the United States Marine Corps from 1991 to 1995 as an infantry machine gunner, including Operation Desert Shield/Storm.
Jamie Simpson is an accomplished behavioral health executive and business owner whose career with the organization spans nearly thirty years — from Vice President of Operations at Medical Management Options in 1996, through the MMO growth era, to his current role as Chief Operating Officer of Lifeline Behavioral Health Systems.
His expertise covers strategic planning, operational transformation, change management, regulatory compliance, budgeting, contract negotiation, and service-line development. He is recognized for building sustainable organizational structures, leading multidisciplinary teams, and positioning programs for long-term growth.
As COO of Lifeline since 2016, Jamie led the transition of the organization from owning and operating inpatient and outpatient behavioral healthcare facilities to a management and partnership business model. He directs operations, marketing, human resources, compliance, and budget oversight across multiple inpatient hospitals and outpatient programs serving geriatric, adult, and adolescent populations, and has developed a new service line encompassing residential and outpatient services for individuals with substance use disorders. That work spans multiple hospitals and outpatient programs throughout Louisiana and Mississippi.
During the MMO years, he directed operations for three inpatient psychiatric hospitals, eight outpatient psychiatric facilities, two adolescent residential facilities, alternative schools, and group homes — more than 500 employees in total — while leading the organization in achieving and maintaining Joint Commission accreditation. He aligned organizational objectives with the company mission and developed integrated strategies that increased revenue, profitability, and growth, positioning MMO for acquisition by a publicly traded company in December 2015.
Shannon Ragusa is a Licensed Professional Counselor whose career with the organization began in 1997 as the program director of a community mental health center — running daily operations, leading treatment teams, conducting therapy sessions, and managing a crisis line. She has been Vice President of Operations since 2017.
Her work joins the clinical and the commercial. She provides clinical oversight for inpatient, residential, and intensive outpatient programs serving behavioral health clients with and without co-occurring disorders, and leads the nursing managers, social service managers, admissions teams, and community relations staff who run them day to day. She also owns business development strategy, budgeting, fiscal review, and data analysis for current operations and growth opportunities.
Compliance sits with her as well: she is responsible for ensuring operations meet the standards of The Joint Commission, CMS, and state regulators.
